Five working parties have been set up to propose policies and actions that might be adopted by Blewbury.
We know what the issues are, now what should we do about them?
The development of the Parish Plan moves into its second phase as Working Parties create policies to tackle the issues raised by the Village. The proposed policies will be published for consultation in Blewbury probably by the end of September. If you have an idea for any of these Working Parties that you have not already raised, please contact the chairman of the Working Party.

The Blewbury Parish Plan is to record all the issues that are currently important to the parish, and cover the future of the parish up to 2011. It is to be a considered and agreed document recommending the actions to be taken within Blewbury Parish and by other organisations making decisions affecting Blewbury.

It is to be compatible with higher level plans, including the Vale of White Horse Local Plan 2011.
The Working Party is to recommend the policies and actions within its brief which it believes should be included in the Blewbury Parish Plan, and is to make suggestions for initiatives outside the plan where these might be appropriate. Whatever is proposed will need to gain general acceptance in the following consultation process to be retained in the plan.
The Working Party can determine its own method of working, and can make any recommendations it chooses within the general scope set by its title. The Working Party should aim to achieve a consensus on its proposals.
The Working Party reports to the Steering Committee for the Parish Plan, which in turn reports to the Parish Council. The Working Party is to keep the Parish Plan Co-ordinator informed of its meetings, and if it is having difficulty in reaching consensus or it seems unlikely to be able to meet the proposed timescale. The Co-ordinator has the right to attend any meeting of the Working Party.
The Working Party is free to copy any ordnance survey map for the purposes of this plan or any other non-commercial Parish Council purpose, under the terms of an annual license purchased by the Parish Council.
The Working Party should try to involve the District and County Council officers while developing policies within these council's responsibilities. Proposals are more likely to be successful if they are seen as joint proposals. Richard Farrell or David Fisher of the ORCC can be asked to help in introductions to the relevant officers.

An initial written response to the Steering Committee is required by the 27th July 2003. This can be the complete response, or a statement of what has been agreed and what still needs to be done. No significant expense is to be incurred before this date. This review is to allow the Steering Committee to oversee progress and to ensure that the proposals from the different working parties will be compatible.
The Working Parties should aim to produce their main recommendations by the 15th September, so that these can be published in the October Blewbury Bulletin with a request for feedback from the Parish.

The working party is asked to take an overall view of the future of active Recreation in Blewbury. Members are not on the Working Party as representatives of specific clubs or activities, and information and suggestions should be obtained by the working party from all interested parties.

1 The Working Party is to suggest a policy for the maintenance and development of Recreation in Blewbury and for the Recreation Ground. The policy should cover the future of the Pavilion.
2 The Working Party is to discuss the comments on the general running of the Recreation Ground and report on this issue.
The following topics for consideration by the Working Party have arisen from the consultation process in Blewbury.
1 The Working Party must propose a policy on restrictions on speed in the Parish.
If further calming is suggested what form should this take
? lower speed limits in the village,
? gated entrance to the village,
? speed signs,
? speed bumps?
2 The Working Party must propose a policy on car parks and car parking. Are we going to try to stop people parking in the road? Do we think that additional car parks are practical, possible and helpful?
3 The Working Party should present policies for tackling any traffic problem
it considers merits changes. These might include:

4 The Working Party should present policies for tackling places where the state of the roads are a particular problem.
5 The Working Party should recommend policies for Footpaths by roads, where it considers changes are appropriate.
6 The Working Party should recommend a policy on barriers on internal footpaths, and any appropriate restrictions on cycles, motor cycles and horses.
7 The Working Party should consider the external footpaths and make any proposals it thinks fit.
8 The Working Party should consider the provision for cyclists and make any proposals it thinks fit.
9 The Working Party should suggest the policy on street lighting

10 The Working Party should recommend overall policies on road signs, and where
specific new signs are needed.

11 The Working Party should review current facilities and recommend policies for Public Transport in the Parish.
The following topics for consideration by the Working Party have arisen from the consultation process in Blewbury.
The Working Party is to draft a Village Design Statement suitable for adoption as additional planning guidance by the local authority. The design statement should be compatible with the Vale of White Horse Local Plan 2011.
The Working Party should separately provide policies for those environmental issues which are not the responsibility of the District Planning Authority.
It may divide its work into sub-committees.
1 This should cover an assessment of the appearance of the Village and Parish, and identify the key features which are important to the distinctive character of the village.
2 The Working Party should consider the needs for housing in the Parish and state whether any additions or qualifications to the Vale policy are appropriate.
3 The Working Party should consider the design of housing in the village and consider whether additional planning guidance is needed.
4 The Working Party should consider whether changes in the conservation area are desirable
The Working Party can recommend policies on other Environmental Issues.
5 Should we have a policy on lighting?
This is also being considered by the Roads working party.
6 Should we have any policies on Trees?
7 Should we have an initiative to get cables underground?
8 Should we have a policy to encourage Green Corridors?
9 Is any specific policy related to Areas of Outstanding Beauty appropriate for Blewbury?
10 The Working Party can comment on the design of signs., and if it wishes
can report a view on the conflict between many signs for convenience and few
signs for appearance.

11. The Working Party will liaise with the Community Initiatives working party on the policies on:
and will ensure that the Village Design statement covers the agreed policies.
The working party is asked to take an overall view of the future of Meeting Places in Blewbury. Members are not on the Working Party as representatives of specific clubs or activities, and information and suggestions should be obtained by the working party from all interested parties.

1 Does the Village need an additional meeting room, and if so what should be the policy to achieve this?
2 How can and should the current Hall be enhanced?
The Working Party may not suggest a new meeting room associated with the Pavilion on the Recreation Ground. There is sufficient consensus that this would be too inconvenient for most inhabitants.

The aim of this working party is to suggest any new initiatives that should be encouraged in Blewbury, and any policy or strategy which should be adopted locally for the benefit of Blewbury outside the areas covered by the other working parties
The Working Party is to recommend policies and actions where appropriate. These actions may be outside the scope of the Parish Plan, when they will be raised with the Parish Council directly by the steering committee. General headings for discussion might be as follows:
