BLEWBURY PARISH COUNCIL
Minutes
Of the Parish Council meeting of Blewbury Parish Council.
Held on Friday the 18th of June 2010 at 12 noon in the Benefice Office.
Councillors present: Mr Alan Cooper (chairman), Ms Jane Gibson, Mr Richard Farrell, Mr Chris Whatmore
Also present: Ms E Smit (clerk)
1. Apologies for absence. MiS, SL, JG, MB, MaS
2. Declarations of interest. CD & RF declared their interests in the Recreation Ground.
3. Resolution: To enter into a contract with Oxfordshire County Council in order to obtain Playbuilder grant funding of £47,000 for a new public play area on Tickers Folly Field. The resolution was amended to read “to let the Chair enter into a contract…”. CW proposed, CD seconded. All agreed. The chairman signed the contract on behalf of the Council.
4. Resolution: To enter into a contract with Waste Recycling Environmental Ltd in order to obtain grant funding of £163,000 for a new pavilion/community room on the Recreation Ground. RF proposed, CD seconded, all agreed. The chairman signed the contract on behalf of the Parish Council. The clerk confirmed that MD of WREN agreed that the community room could be leased to the CIC provided that Parish Council did not make a profit from the lease and that the lease included a covenant that the CIC should adhere to the terms and conditions of the WREN grant.
5. Resolution: To contribute £2,500 towards the relocation expenses of the Oxfordshire County Scouts Association and in return to gain peaceable re-entry to the Scout Hut and for the existing lease to be forfeited. RF proposed, CW seconded, all agreed. The issue of insurance was discussed and should be in place when re-entry has been gained.

The discharge of the planning conditions were discussed.
